Background
The BRICS Partnership on New Industrial Revolution (PartNIR) is an important initiative proposed by President Xi Jinping at the 10th BRICS Summit. Being reiterated at the subsequent BRICS Summits, the advancement of building PartNIR has become a vital measure to guide practical BRICS cooperation. Upholding the BRICS spirit of openness, inclusiveness, and win-win cooperation, and guided by the principles of extensive consultation, joint contribution and shared benefits, the PartNIR aims to translate the vision for cooperation in the second “Golden Decade” into reality by deepening collaboration among BRICS countries in areas of digitalization, industrialization, innovation, inclusiveness, and investment.

The BRICS Industrial Innovation Contest (hereinafter referred to as “the Contest”) is a key brand event to implement the PartNIR, which plays an active role in promoting practical BRICS cooperation and contributes to the BRICS Summits and the BRICS Industry Ministers Meetings. Focusing on human resources development and project cooperation in the context of the New Industrial Revolution, the Contest has been held annually from 2020 to 2025 in the BRICS PartNIR Innovation Center (hereinafter referred to as “the BRICS Innovation Center”). A batch of projects which are outstanding in innovation capacity, application effect, and market potential have answered the call from BRICS and other partner countries. The Contest serves as an effective platform for fair contest, friendly exchanges, and mutual learning, fostering a positive atmosphere for industrial innovation cooperation and talent exchange among BRICS nations.

At the XIII BRICS Summit, President Xi Jinping publicized the Contest to the international community. The Contest has received recognition in the XIV BRICS Summit Beijing Declaration (2022), the XVI BRICS Summit Kazan Declaration (2024), and the XVII BRICS Summit Rio de Janeiro Declaration (2025). From 2022 to 2025, it was also included in the Joint Declaration of the 6th, 7th, 8th, and 9th BRICS Industrial Ministers’ Meetings. The Contest has become a significant international cooperation platform serving new industrialization, promoting broader BRICS cooperation, and empowering the development of the BRICS Innovation Center. It has achieved remarkable results in conducting technical contests, sharing experiences, deepening practical cooperation, and promoting industrial alignment.

The BRICS has achieved historic expansion, and the growing influence of the BRICS cooperation mechanism has provided the PartNIR with broader development space and significant cooperative potential to be tapped. The Contest 2026 must seize the historic opportunity presented by the strengthening of the Partnership to establish a key platform for advancing new industrialization, developing new quality productive forces, and deepening cooperation under the PartNIR. It aims to gather talent, technology, and project resources from BRICS countries, thereby supporting the development of the PartNIR and the BRICS Innovation Center, and driving BRICS cooperation to become more substantive and in-depth.
Incentives and Support
(1) Enhancing Effectiveness. The contest will adopt a task placement model, wherein the organizing committee will solicit technological challenges from leading enterprises in the industrial sectors of BRICS countries and formulate corresponding incentive schemes. Participants can engage in targeted research and innovation based on the released technical requirements. (2) Targeted Cultivation. Winning projects will be included in the "BRICS Industrial Innovation Cooperation Project Repository," fostering pilot demonstrations and guiding enterprises in innovative development. (3) Financing Support. The organizing committee will recommend projects to national industrial investment funds, venture capital institutions, banks, and other financial institutions. It will also organize online and offline activities such as demand matching, industry-finance alignment, and integration of large, medium, and small enterprises, mobilizing various investment and financing institutions to provide diversified services to participants. (4) Opportunities for Promotion. Winning projects will be recommended for entry into the BRICS Partnership on New Industrial Revolution Innovation Base, where they can benefit from the latest innovation and entrepreneurship support policies and incubation services to accelerate industrialization. Through the enabling platform of the BRICS Partnership on New Industrial Revolution Innovation Base, winning projects will be prioritized for participation in follow-up project matchmaking and exchange activities, and will receive professional services such as technology transfer, achievement commercialization, as well as legal, human resources, financial, and intellectual property support. (5) Publicity Resources. Winning projects will be exhibited, promoted, and featured through central and local media at provincial and municipal levels, as well as via the contest’s official website and social media accounts.
